Takagi Wataru is the man who provides the voice for Valgarv and he's the one responsible for bringing the character to life. Without his talents, I'm certain that Valgarv wouldn't be the same character that we all know and love. Takagi-san isn't as popular as the other seiyuu of Slayers. He seems to take on the roles of minor characters more oftan than major ones and this is probably why he isn't as well known as he should be in North America.

However, I think I can safely say that his most famous role is Valgarv (Rubeus comes in close but not too many people focus on the seiyuu for minor characters in Sailormoon, from my observations). Some of the more famous roles that Takagi-san has performed can be found below. ...And yes, he did the voice for General Cotton in the original version of Samurai Pizza Cats.

Scottie Ray isn't one of the more well known English voice actors but he does do an interesting voice for Valgarv with a British accent. I suppose I've always thought of Valgarv as having a tone that was more "holier than thou." XD In any case, the other roles that Scottie Ray has done include Shredder in the new Teenage Mutant Ninja Turtles cartoon (2003), Elamba and a Sergeant in Now and Then, Here and There and a number of other characters in Slayers TRY. He seems to have only done work for Central Park Media so far.
